Houston Mayor Sylvester Turner has asked people to stay at home once the storm starts. He said: "People need to know, this is not a one-, two-day event and done."
According to weather forecasters, the storm is expected to stall and dump rain on South Texas and parts of Louisiana into the middle of next week.
The National Hurricane Center has warned of "catastrophic and life-threatening flooding" due to heavy rains brought in by Hurricane Harvey at Rockport. The center said in a detailed bulletin that the storm has maximum sustained winds of 130mph and is moving north-west at 7mph.
The hurricane is expected to slow down and linger over south-eastern Texas for the next few days, but is expected to dump up to 30 inches of rain, with 40 inches in isolated areas of middle and upper Texas through to Wednesday (30 August).
Storm surges of up to 13ft and destructive waves are expected between Port Aransas and Port O'Connor if it combines with high tide, the center warned.
Texas, Louisiana, and north-east Mexico coasts will be affected by swells created by the storm. These swells are likely to cause life-threatening surf and rip currents.
Reports of damage following Hurricane Harvey's landfall have started filtering through. The Guardian reports that a roof of a seniors housing complex in Rockport has collapsed causing injuries to an unknown number of people. The courthouse and high school have also suffered damage.
Citing authorities, the paper noted that so far at least 10 people are reported injured in Rockport.
More than 5 million people are believed to be in the path of Hurricane Harvey. Many people have evacuated the areas threatened by the storm, but several others chose to stay. Authorities are providing shelter to affected people.
People are taking to social media sites to post updates on the hurricane that has lashed parts of Texas with heavy rains and strong winds.
