Federer begins his Monte-Carlo Masters campaign directly from the second round being one of the top ranked players in ATP Masters events.
The 32-year-old Swiss has never won this tournament and was thrice defeated in the final by eight-time Monte-Carlo Master champion Rafael Nadal.
The former world number one is pitted against Stepanek in the second round.
The Czech Republican had little trouble in overcoming his first round opponent Ivo Karlovic on Monday. Stepanek needed less than an hour to oust the 35-year-old Croatian, 6-1, 6-2, in straight sets to secure his progress.
The winner of this clash will face the winner between Lukas Rosol and Michael Llodra in the third round.
