iOS 8.3: How to fix Touch ID not working issue after update for App Store purchases

The Touch ID that was not working after iOS 8.3 update for App Store purchases seems to be back automatically for some, while a majority of users are still facing the issue.
"It has started working again. I haven't done anything else to troubleshoot so I'm guessing it was a server side issue as well," confirms a user at the Apple Support forum.
The annoying Touch ID issues abruptly cropped up soon after Apple made the new iOS 8 iteration available for compatible iPhone, iPad and iPod touch models last week, leaving the feature non-functional with the App Store purchases.
A member named giorgosathens, has shared an easy fix for those who are experiencing the issues. All you have to do is toggle iTunes & App Store. This resolution has worked for some users.
"I tried toggling "iTunes & Appstore" off and on first thing yesterday, but I didn't reboot and still didn't work. I tried the steps and rebooted and it seems to have fixed the iTouch problem with the appstore. So I had to reboot here it seems," asserts a user.
